Drowning is an emergency. If a dog has been submerged or is struggling to breathe after a water incident, contact an emergency veterinarian immediately. Protect your own safety while getting the animal out of danger; do not enter unsafe water.
Get instructions and arrange transport

Do not infer safety from a brief improvement
